You draw you character using vector graphics, assign bones to it, add keyframes and easily create walkcycles. You can also add different effects like shading, glow and stuff like that. Then you just render the animation.

It's not free, costs 19$, but you can download trial version from the site,[hint]and you can upgrade it to FULL version by entering the registration code. [/hint]
